|ACT.48|Sailor Chi first makes her appearance when when Lethe and Mnemosyne let Sailor Moon go. Since Lethe and Mnemosyne betrayed Shadow Galactica, Sailor Galaxia's empire, Chi and Phi kill them. Sailor Chi and Sailor Phi point their staffs at Sailor Moon, but Sailor Chibi Chibi shields Sailor Moon. Then, since the Sailor Starlights are unconscious, Sailor Phi and Chi steal their Sailor Crystals. They then rise into the air with Star Fighter, Star Maker, Star Healer, Lethe, and Mnemosyne's Sailor Crystals and dissapear.

In the next act, Sailor Phi and Sailor Chi appear to Sailor Galaxia and apologize for the faliures of Sailor Lethe and Sailor Mnemosyne, and present their Sailor Crystals, which are taken into a giant crystal above them. They then present the Sailor Starlight's crystals, which are also absorbed. Chi and Phi promise to bring the other Sailor Crystals to Galaxia, and dissapear.
After Sailor Heavymetal Papillon's demise, Chi and Phi make their most important appearance. Sailor Moon, Princess Kakyuu, and Sailor Chibi Chibi approach the Star Garden. Chi and Phi introduce themselves as the Star Gardeners, then attack. Crystals appear around the trio and try to kill Sailor Moon, Princess Kakyuu, and Sailor Chibi Chibi.
Princess Kakyuu transforms into Sailor Kakyuu and attacks, destroying the crystals. This only further angers Phi and she attacks Sailor Kakyuu. When Sailor Kakyuu informs Sailor Moon that the source of Sailor Chi and Sailor Phi's power is their bracelets. Sailor Moon then uses Starlight Honeymoon Therapy Kiss to destroy Sailor Phi.
Sailor Chi, angered, leaps at Sailor Kakyuu and stabs her through her back, striking a killing blow. The Sailor Quartet attack Sailor Chi while Sailor Kakyuu dies in Sailor Moon's arms.
Chi tells Sailor Moon that if she died, all the suffering would end. Sailor Moon disagreed, and thrust out her staff, the Eternal Tier, killing Sailor Chi.
