Chibi Chibi is a mysterious girl who fell from the sky. She is very sweet and innocent, and she is very protective of Usagi. Chibi Chibi follows her everywhere, protecting her whenever Sailor Galaxia or a minion try to harm her.
In act 44, Chibi Chibi floated down from the sky. She posed as Usagi's sister. Nobody knew who she was, and the only thing everyone knew for sure was that she came from the future.
She was hiding Princess Kakyuu's incense burner for a time, and eventually Princess Kakyuu reveals herself. Chibi Chibi also proves to be a Sailor Soldier, Sailor Chibi Chibi.
After all of Sailor Moon's team is killed, Sailor Moon, Princess Kakyuu (Who later is revealed to be Sailor Kakyuu), Sailor Chibi Chibi, and the Sailor Starlights go to the center of the galaxy to battle Sailor Galaxia. On numerous occasions Chibi Chibi protects Sailor Moon from attacks.
Soon only Sailor Moon, Sailor Galaxia, and Sailor Chibi Chibi are left. Sailor Chibi Chibi tells Sailor Moon that the only way to save everything was to destroy the Galaxy Cauldron, which Sailor Moon refused to do, and tells Chibi Chibi that everything is born from the stars. In a flash of light, Chibi Chibi turns into Sailor Cosmos.
