Sailor Cosmos is the future and most ultimate form of Sailor Moon. She ran away from Chaos in her time, and came back to the 20th century from her war-torn future.
She posed as Chibi Chibi, who has the appearance of a young girl. Sailor Cosmos came back to the 20th century because she believed her decision, not destroying the Galaxy Cauldron (The point of origin), was the wrong one.
She came to the 20th century to have Usagi choose the right path, but Usagi made her realize that the path that she chose was not the wrong one, and that nobody could destroy the place where stars are born.
Sailor Cosmos tells all of this to the Sailor Quartet while standing by the Galaxy Cauldron after Usagi lept into it to save everything. Sailor Cosmos states she was only a coward, and that Sailor Moon was the true Sailor Cosmos. She then whisks the Quartet away to the future and stands alone by the Cauldron.
