Ikuko is the mother of Usagi and Shingo, as well as the wife of Kenji. Naoko Takeuchi, creator of Sailor Moon, tells us that Ikuko is based off of her own mother.
Ikuko has a bit of a temper, and there are a variety of things that can set her temper off. This includes Usagi getting bad grades, and she even kicks Usagi out of the house when she brings home a failing grade.
Ikuko is hypnotised twice in the series, once by Chibiusa in the Black Moon Arc and again by Chibi Chibi in the SailorStars Arc. She is made to believe that the two are related to the Tsukino family.
Her last appearence in Bishoujo Senshi Sailor Moon is when Usagi gives Luna, Artemis and Diana to Ikuko and runs out the door. Ikuko comments that it felt like Usagi wasn't returning.
