Sailor Phi was one of the soldiers to work under Sailor Galaxia. She was not an Animamate, as Animamates have metal names in their Sailor title and have the Sailor Crystal of a Senshi who formerly held that title. For example, Sailor Tin Nyanko "represents" Mau, but is not Sailor Mau. Sailor Phi was almost always seen with her partner, Sailor Chi.
Until her final acts, Sailor Phi would often stay in shadows and serve Sailor Galaxia. She got her first major time in the spotlight when she, along with Sailor Chi, stole the Sailor Crystals of Sailor Lethe, Sailor Mnemosyne, and the Sailor Starlights.
After Sailor Heavymetal Papillon is killed, Sailor Phi appears with Sailor Chi in the Star Garden to face Sailor Moon, Princess Kakyuu, and the Sailor Quartet as well as Sailor Chibi Chibi.
Princess Kakyuu transforms into Sailor Kakyuu and tells Sailor Moon that the source of Sailor Chi and Sailor Phi's power is their bracelets, Sailor Moon uses Starlight Honeymoon Therapy Kiss to kill Sailor Phi.
