I don't know on the anime, since I'm Manga Usagi, but... in SailorStars there were a LOT more Sailor Soldiers!! It ended up in the end of the manga that the only Sailor Soldiers left at one point were the Sailor Quartet and Sailor Cosmos! The rest of us ended up in the Galaxy Cauldron!
